LAW “ON THE RIGHTS OF THE CHILD AND CHILD PROTECTION SYSTEM”
On November 29, 2025, the Law “On the Rights of the Child and the Child Protection System” entered into force, which transformed the entire child protection system.
The new law strengthens the responsibility of the State and communities in protecting the child’s rights, mandatorily involving social services and multidisciplinary specialists.
A unified information system for recording and monitoring cases, along with clear mechanisms for preventing and promptly responding to violence, bullying, and exploitation, is being introduced.
Guardianship and trusteeship bodies are being reorganized to ensure equal protection and well-being of all children.
All this strengthens the role of the State as the primary provider and responsible for ensuring the child’s rights, while expanding the participation and responsibility of state administration, local self-government bodies, and social services within the child protection system.
